Acceptable use

What this feed is for, and what it is not for.

The short version

Every notice here is a public procurement notice published by a UK public body, and the contact address on it was published so that suppliers can make contact about that procurement. That is what this feed is for. It is not a marketing list, and it is not something to resell.

The rules

  1. Use a contact address to pursue the opportunity the notice describes. That is what the buyer published it for.
  2. Do not use the feed to build a general marketing or cold-outreach list, and do not contact anyone about anything other than the opportunity on their notice.
  3. Do not resell, relicense or republish the data or the contact addresses, in bulk or otherwise.
  4. You are responsible for UK GDPR and PECR compliance for your own use: lawful basis, transparency, and honouring opt-outs and suppression requests.
  5. Keep to about one request a minute. The feed is free and the service behind it is not.

Why the addresses are on the feed at all

Under the Open Government Licence v3.0, Contracts Finder publishes its notices for reuse, including commercially. The contact address is part of the notice: a buyer who wants to be contacted about a tender publishes how to be contacted, and a notice with no way to make contact is of no use to a supplier. The information is published by the organisation that has the relationship with the person named, and for the purpose of contacting them about that opportunity.

What we do not do is present it as a list of people to pitch. Each record is a live opportunity with a value, a deadline and an industry code attached, and the address belongs to that opportunity.

Role addresses and named people

Each record carries a buyer_contact_type:

If you want the narrower set, filter on it. The classification is a heuristic on the address, so treat it as a hint rather than a guarantee about who is behind an inbox.

Your responsibilities

If you contact someone from this feed you are doing direct marketing under UK PECR, and you are processing their personal data under UK GDPR. That means you need a lawful basis, you have to tell them who you are and how you got their details, and you have to honour opt-outs. None of that is a burden this site can carry for you. The data is public, but the use you make of it is yours.
